Cash to Terror: How Humanitarian Aid Funds Extremism

Join us for the launch of Cash to Terror: How Humanitarian Aid Funds Extremism, a timely discussion on the unintended security risks of Cash and Voucher Assistance (CVA) in active conflict zones.

Drawing on case studies from Gaza, Yemen, Nigeria, and Sudan, the paper examines how “smart aid” can be diverted through militant-controlled markets, informal finance channels, and coercive “taxation”, and what this means for humanitarian practice, donor compliance, and civilian protection.

Andrew Fox, Richard Fuller MP and Professor Gerald Steinberg will present the report’s key findings, walk through the evidence and risk pathways, and outline practical recommendations to strengthen safeguards without undermining lifesaving response.

Professor Gerald Steinberg

Professor Gerald Steinberg is Professor Emeritus of international relations at Bar Ilan University, and also founder and president of the NGO Monitor research institute. He has been involved in numerous academic and governmental advisory frameworks, including the Israeli Foreign Ministry, and the Inter-parliamentary Coalition for Combating Antisemitism. He latest academic publication co-authored with Anne Herzberg is ‘Reputational Risk’ and ‘Work-Arounds’: Documenting UK Funding to Hamas-Linked Entities, (November 2025), and his essays have been published in The Wall Street Journal, Financial Times, among many others media platforms, and he was awarded the prestigious Bernard Lewis Prize in 2025.

 

Major (Ret.) Andrew Fox

Major (Ret.) Andrew Fox served in the British Army from 2005 to 2021, completing three tours in Afghanistan, including one attached to the US Army Special Forces. He served in the Parachute Regiment and the Special Forces Support Group, with additional tours in Bosnia, the Middle East, and Northern Ireland.

After his active service, he spent three years as a senior lecturer in the War Studies and Behavioural Science departments at the Royal Military Academy Sandhurst. Andrew specialises in Defence, the Middle East, and disinformation. He holds degrees in Law & Politics, Modern War Studies, and Psychology.

His extensive experience has established him as a recognised authority in his field and he provides regular commentary on defence and foreign policy across the media including articles in the New York Post, the Telegraph and Spiked. He has amassed a large following across his digital platforms, including X (formerly Twitter) and Substack, where he writes on disinformation, defence and security as stories develop.

 

Richard Fuller MP

Richard Fuller MP is the Conservative Member of Parliament for North Bedfordshire and currently serves as Shadow Chief Secretary to the Treasury. A former Economic Secretary to the Treasury, he brings significant private sector experience from international consulting and investment, alongside academic training at Oxford University and Harvard Business School.
