Barry Macleod-Cullinane joined the Henry Jackson Society as Policy Relations Manager in March 2018.

Before joining the Henry Jackson Society, Barry worked for three years at Citizens Advice, helping strengthen its engagement with local government. Previously, Barry was a political adviser at London Councils for over a decade, advising the capital’s Conservative borough leaders and liaising with parliamentarians, City Hall and the media.

Barry has also researched welfare policy at thinks tanks in London and Washington, DC. He was a graduate student and teaching assistant in the Politics Department at the University of Hull and in the Philosophy Department at the University of Arizona.

From 2006-18, Barry was a councillor on the London Borough of Harrow, where he was Deputy Leader of the Council (2013-14) and Deputy Leader of the Conservative Group (2010-18). Barry also served on the Local Government Association’s Resources Board (2016-18) and is a peer in the LGA’s peer challenge programme.

Barry has a BA in Economics and an MA in Political Philosophy (on the Idea of Toleration) from the University of York.
