Morpheus: The British Army’s Next Procurement Failure

The Henry Jackson Society today publishes a report into Morpheus, an ICT solution being procured by the Ministry of Defence.

Put simply, the ‘Morpheus’ system is a long-planned replacement for the communications systems installed within Army tanks and other vehicles.  It is designed to enable commanders to view and direct their forces on the battlefield and for those vehicles to communicate with each other.

The paper explores the authors’ views on the challenges they see in the procurement of the package as well as the responses of companies involved in the procurement.  The paper carries a foreword provided by Mark Francois MP, the former Armed Forces Minister.
