He latest academic publication co-authored with Anne Herzberg is ‘Reputational Risk’ and ‘Work-Arounds’: Documenting UK Funding to Hamas-Linked Entities\, (November 2025)\, and his essays have been published in The Wall Street Journal\, Financial Times\, among many others media platforms\, and he was awarded the prestigious Bernard Lewis Prize in 2025. \n  \n \nMajor (Ret.) Andrew Fox \nMajor (Ret.) Andrew Fox served in the British Army from 2005 to 2021\, completing three tours in Afghanistan\, including one attached to the US Army Special Forces. He served in the Parachute Regiment and the Special Forces Support Group\, with additional tours in Bosnia\, the Middle East\, and Northern Ireland. \nAfter his active service\, he spent three years as a senior lecturer in the War Studies and Behavioural Science departments at the Royal Military Academy Sandhurst. Andrew specialises in Defence\, the Middle East\, and disinformation. He holds degrees in Law & Politics\, Modern War Studies\, and Psychology. \nHis extensive experience has established him as a recognised authority in his field and he provides regular commentary on defence and foreign policy across the media including articles in the New York Post\, the Telegraph and Spiked. He has amassed a large following across his digital platforms\, including X (formerly Twitter) and Substack\, where he writes on disinformation\, defence and security as stories develop. \n  \n \nRichard Fuller MP \nRichard Fuller MP is the Conservative Member of Parliament for North Bedfordshire and currently serves as Shadow Chief Secretary to the Treasury. To register for the event\, please\, fill in the form below. \nChina and Russia are mounting a coordinated challenge to the US-led liberal order in North Africa\, blending economic leverage with security influence to reshape regional dynamics. Beijing deploys its Belt and Road investments while Moscow relies on mercenary networks and trade arms to access strategic infrastructure and natural resources. Together\, they are fuelling instability by deepening existing rivalries and promoting an alternative\, multipolar order hostile to Western interests. \nThis growing Sino-Russian footprint has reinforced authoritarian tendencies across the region\, where regimes now tighten controls on civil liberties and religious freedoms to maintain internal stability. Algeria is a striking case: Moscow’s largest arms customer in Africa and a key energy partner for both Russia and China\, it has simultaneously intensified repression at home\, including against religious minorities and the Kabyle population of between 10 to 12 million people seeking greater autonomy. US officials\, including Secretary of State Marco Rubio\, have warned that Algeria’s soaring defense spending and deepening military ties with Moscow pose a strategic risk to Western influence in the Maghreb and Sahel. \nWhile the United States is unlikely to recognize every self-determination movement in the region\, Washington can still outmanoeuvre its adversaries by expanding the Abraham Accords beyond traditional state actors to include emerging North Africa’s regional stakeholders. This would signal a liberal and inclusive regional order that is tied to the West—one where democratic aspirations\, economic cooperation\, and religious freedom form the foundation of long-term stability in North Africa. \nChair: \n \nLord Eric Pickles \nLord Pickles co-chairs the United Kingdom’s Holocaust Memorial Foundation\, working to establish a permanent national memorial for remembrance of the Holocaust. The memorial will commemorate the 6 million Jewish men\, women and children murdered in the Holocaust and all other victims of the Nazis and their collaborators. He was made a Life Peer in 2018. First elected to Parliament in 1992 he retired as MP for Brentwood and Ongar at the 2017 general election. He was previously Secretary of State for Communities and Local Government. Lord Pickles held the role of UK Special Envoy for Post-Holocaust Issues from September 2015 to April 2025\, working closely with the wide range of Holocaust academics\, survivors and educational and social organisations in the UK and internationally. He was chair of the Advisory Committee on Business Appointments from 2020 to 2025. \nSpeakers: \n  \n \nPresident Ferhat Mehenni \nPresident Ferhat Mehenni is a towering Kabyle leader\, artist\, and life-long political activist. He has pursued a peaceful campaign for the freedom of the Kabyle people for the last five decades. After the 2001 Black Spring and the massacres of young Kabyles\, Mehenni founded the Movement for the Self-Determination of Kabylia (abbreviated by its French acronym “MAK”)\, a decisive step that shifted his activism toward rebuilding a Kabyle state. After his son Meziane was assassinated in 2004\, Mehenni went on to establish the Kabyle Provisional Government in exile in 2010\, along with a new Constitution. \nUnder his leadership\, a number of symbolic and diplomatic milestones have followed: the Kabyle flag was adopted (2015); he submitted a memorandum to the UN seeking recognition of the Kabyle people (2017); a Kabyle Parliament was founded (2020); a revised draft of the Kabyle Constitution was presented to the people (2022); “provisional” was dropped from the name of the Kabyle government (2024); and a Kabyle judicial system was established (2025). \nThrough music\, writing\, governance\, and diplomacy\, Mehenni is leading the Kabyle people’s enduring struggle for freedom\, dignity\, and national identity. He received the Independentium prize awarded by the University of Quebec in Montreal in 2023 along with another recipient for “exemplary conduct in the process of liberation\, emancipation of peoples\, and creation of their States.” He has been a Laureate of the Gusi Peace Prize since July\, 2013. Mehenni holds a degree in political science from the University of Algiers. \n  \n \nBob Sawers \nBob Sawers has a career spanning military leadership and national security\, and specialising in resilience\, crisis\, reputation\, and security management for corporate clients. Bob has extensive experience advising C-suite executive\, senior leaders\, and government ministers\, excelling in delivering effective strategic risk solutions under pressure and in complex environments. \n  \n  \n \nLaura Roberts \nLaura Roberts is the former Executive Director of the UK Abraham Accords Group\, where she played a central role in strengthening diplomatic\, economic and cultural ties between the United Kingdom and the signatory nations of the Abraham Accords. Her leadership in international engagement led to her elevation to the Group’s Board\, where she continues to serve as a senior adviser. She also holds the role of Gibraltar Diplomatic Director\, helping to establish and guide the organisation’s newly launched office in Gibraltar and expanding its reach across the Mediterranean. \nLaura is the Founding Partner of Roberts Consulting Group\, a London-based diplomatic consulting firm specialising in international engagement\, strategic communications\, investment promotion and government relations across the Middle East\, North Africa and key global markets. Drawing on extensive experience in diplomacy\, public affairs and high-level delegation management\, she advises governments\, sovereign entities\, and private-sector leaders on building strategic relationships and advancing their international priorities. \n  \nBarak M. Seener \nBarak M. Seener is an Associate Research Fellow at the Henry Jackson Society and the founder of Strategic Intelligentia and the Gulf Futures Forum. Barak also co-hosts The Geo-Godfather Wars podcast on geopolitical affairs. Previously\, Barak was a Global Intelligence Manager at HSBC and the Middle East Fellow at the Royal United Services Institute (RUSI) on whose behalf he has debriefed international defence and security policy makers and diplomats on matters relating to Middle East security. Barak has lectured at NATO as well as the Royal College for Defence Studies. He also staged the world’s first\, and hugely successful conference in London at the Royal United Services Institute (RUSI) on Palestinian statehood. To register for the event\, please\, CLICK HERE. \nIn the Aftermath of October 7\, Israel has adopted a pre-emptive military doctrine leading it to project power across the region more frequently at a greater range. This has contributed to a series of strategic victories in the past year\, including the decapitation of Hamas and Hezbollah’s senior leadership\, the fall of the Assad regime\, the targeting of the Houthis\, and the targeting of Iran’s nuclear and missile capabilities that saw Israel establish air dominance over Iran. Ironically\, the dichotomy has arisen in that while Israel is being diplomatically isolated\, Israel is perceived as the rising tiger of the region. \nIsrael stands to benefit from the region’s economic integration and trade\, as well as digital connectivity between Asia\, the Middle East\, and Europe. The India-Middle East-Europe Economic Corridor (IMEC) is being developed to challenge China’s Belt and Road Initiative and Russia’s influence in the region. Despite the conflict in Gaza\, the Abraham Accords remain intact\, with discussions over Indonesia\, Syria and Saudi Arabia on joining. It remains to be seen whether Israel seize upon the opportunity to expand its geography in the West Bank and Gaza to create buffer zones or whether it will relegate this to expanding the Abraham Accords. \n \nBrigadier General (Ret.) In our latest report\, we explore how disinformation circulates among UK university students through three revealing case studies. \nFirst\, we examine the spread of vaccine-related falsehoods\, where despite overwhelming scientific evidence\, disinformation continues to thrive – with our polling showing it can dangerously affect people’s willingness to vaccinate themselves or their children. \nSecond\, we analyse the online reaction to the Southport stabbing\, where an initial lack of official information created fertile ground for rumours and false narratives to spread. \nFinally\, we investigate Candace Owens’ baseless claim that the French President’s wife\, Brigitte Macron\, is a man – a striking example of how personal attacks and conspiracy theories can gain traction online. \nAcross all three cases\, the consequences of disinformation are alarmingly clear. Join us as we launch our new report and unpack what this means for the next generation of British society. \n  \n \nChris Pleasance \nChris Pleasance is a global affairs journalist with 10 years’ experience in the industry. He has written for The Independent\, The Sun and The Times\, and currently works for The Daily Mail. He covered Russia’s 2014 annexation of Crimea as a junior reporter for MailOnline\, and by the time Putin re-invaded Ukraine in 2022\, he was their chief foreign reporter and led their coverage. He now produces YouTube content for the Mail on world affairs\, and is a masters student at King’s University where he is writing his dissertation on Russian information warfare. \n  \n \nTal Hagin \nTal Hagin is an independent OSINT analyst and media literacy educator specialising in information warfare\, AI-driven disinformation\, and digital verification. He works with organisations and professionals worldwide to investigate malicious content\, enhance verification processes\, and strengthen the public’s resilience against manipulation. Bob is the Chairman of the All-Party Parliamentary Group for British Hindus and was one of the first non-Indian nationals to receive a Padma Shree award. Through his role as the Member of Parliament for Harrow East\, Bob has raised the plight and persecution of Hindus around the world and ensured the Indian diaspora here are recognised for their contribution. \n \nDr Theo Zenou \nDr Theo Zenou is a Research Fellow at the Henry Jackson Society. He recently completed a PhD in history at Cambridge University\, where he also taught undergraduates. He has been a Theodore Sorensen Fellow at the John F. Kennedy Presidential Library and a Visiting Researcher at Boston University. This session will examine the most striking examples of AI-enabled disinformation over the past year\, explore how governments\, tech companies\, and civil society have responded\, and assess the risks that lie ahead. With elections\, conflicts\, and global rivalries on the horizon\, the discussion will ask: how prepared are we for an age in which truth itself can be manufactured at scale and what does this mean for the future of democracies? \n \n\nSam Stockwell \n\nSam Stockwell is Research Associate at the Centre for Emerging Technology and Security (CETaS)\, which sits within The Alan Turing Institute. His research focuses on how AI is affecting the online information ecosystem\, particularly in relation to mis/disinformation\, moderating harmful content\, and election interference. He also conducts research on challenging issues at the intersection of privacy and safety trade-offs\, such as the use of biometrics in law enforcement and lawful access proposals for criminal investigations on end-to-end encrypted networks. \n \nZach Ward-Elms \nZach Ward-Elms is a pollster and campaign strategist at Sancrox Political Advisory. He has worked on over a dozen election campaigns\, including as Director of Research and Messaging for the New Zealand National Party during their 2023 landslide election victory. \n \nDr Helena Ivanov \nDr Helena Ivanov is an associate research fellow at the Henry Jackson Society.  She recently completed a PhD in International Relations at the London School of Economics and Political Science. Her research focuses on the relationship between propaganda and violence against civilians. In her thesis\, Helena examined the role propaganda played during the Yugoslav Wars and produced a model for studying propaganda which details the key phases\, functions\, discourses\, and techniques of propaganda (the model itself is applicable to other contexts). Additionally\, Helena also served as a Manager at the Centre for International Studies at the LSE. Prior to her PhD\, Helena completed an MPhil in Political Theory at the University of Oxford\, and holds a BA in Politics from the University of Belgrade.

To register for the zoom session\, please CLICK HERE. \nSince October 7th\, Israel’s shift in doctrine to pre-empting military threats has led to it successfully target the leadership of Hamas\, Houthis\,  IRGC\, and Hezbollah\, as well as Iran’s nuclear and missile sites. By projecting power further and more frequently across the Middle East\, Israel has completely recast the regional landscape. \nDuring this online event we will discuss whether this shift presents Israel with a further set of strategic challenges making it vulnerable despite its regional strength growing. Egypt’s military has assumed a hostile military posture towards Israel\, while Turkey seeks to flex its muscle in opposition to Israel. Hamas retains the capabilities to recruit new members and reestablish tunnels while Hezbollah seeks to reconstitute itself. Iran still possesses a significant missile capability\, and it is a matter of time till there is another military confrontation between Israel and Iran. After Israel’s attempted targeting of Hamas’s leaders in Qatar\, regional risk increased as Saudi Arabia imported out of area actors signing a mutual defence pact with Pakistan. Furthermore\, regional tensions can escalate into geopolitical risk as GCC states increasingly foster ties with both Russia and China. Accompanying Israel’s growing diplomatic isolation in the international community are the many strategic challenges which Israel must prioritise and address if it is to ensure its continued security and prosperity. \nJoin HJS Senior Research Fellow Barak Seener as he moderates this distinguished panel where he is joined by\, Brigadier General (ret.) From December 2018 until September 2019\, Dr. Wurmser served as senior advisor (Special Government Employee) to the U.S. National Security Advisor\, Ambassador John Bolton. Dr. Wurmser was the senior advisor from 2003-2007 to the U.S. Vice President (Richard Cheney) on Middle East\, proliferation and strategic affairs. Prior to this\, Dr. Wurmser was the senior advisor to Under Secretary of State John Bolton at the State Department. Amos Yadlin is the President & Founder of MIND Israel\, an action-oriented nonprofit consulting group advising the Israeli establishment on national security issues. He served as the Head of Israel’s Military Intelligence\, former Deputy Commander of Israel’s Air Force and IDF defense attaché in Washington DC. While the reasons for these protests are perfectly legitimate\, drawing to light the plight of rural communities\, they have also attracted the unwanted attention of Russia – which seeks to use such demonstrations to spread anti-Ukrainian sentiment and drive societal division. \nJoin the Henry Jackson Society for the launch of our new report on Russia’s influence on the farmers’ protests\, exploring how the protests have been exploited in some cases in Central and Eastern Europe to disrupt recent elections\, including through the spread of anti-Ukrainian disinformation. They are different in scale and setting. One is a state-on-state war of national survival in Europe\, the other is an asymmetric fight between a state and a non-state actor in the Middle East. However\, both conflicts clearly highlight the future of warfare. \nTogether\, they demonstrate a battlespace shaped by widespread drone warfare\, real-time battlefield innovations\, the weaponisation of information and the ongoing breakdown of the post-1945 rules-based order. They also emphasise the limitations of dependence on the United States and NATO\, the vulnerabilities of high-cost procurement cycles and the dangers when adversaries exploit Western adherence to the laws of armed conflict. \nJoin Major (Ret.) Andrew Fox\, Shadow Defence Secretary James Cartlidge MP and Dr Stuart Mitchell as they discuss what the wars in Ukraine and Gaza teach us about the future of warfare in the 21st century. \n\n \n \n \nMajor (Ret.) Andrew Fox \nMajor (Ret.) Andrew Fox served in the British Army from 2005 to 2021\, completing three tours in Afghanistan\, including one attached to the US Army Special Forces. He served in the Parachute Regiment and the Special Forces Support Group\, with additional tours in Bosnia\, the Middle East\, and Northern Ireland. \nAfter his active service\, he spent three years as a senior lecturer in the War Studies and Behavioural Science departments at the Royal Military Academy Sandhurst. Andrew specialises in Defence\, the Middle East\, and disinformation. He holds degrees in Law & Politics\, Modern War Studies\, and Psychology. \nHis extensive experience has established him as a recognised authority in his field and he provides regular commentary on defence and foreign policy across the media including articles in the New York Post\, the Telegraph and Spiked. He has amassed a large following across his digital platforms\, including X (formerly Twitter) and Substack\, where he writes on disinformation\, defence and security as stories develop. \n  \n \nJames Cartlidge MP \nJames Cartlidge MP is a British politician who has served as the Member of Parliament for South Suffolk since 2015. A member of the Conservative Party\, he was appointed Shadow Secretary of State for Defence in 2024. He had previously served as Minister of State for Defence Procurement from 2023 to 2024\, Exchequer Secretary to the Treasury from 2022 to 2023\, as well as Parliamentary Under-Secretary of State for Justice from 2021 to 2022. \n \nDr Stuart Mitchell \nDr Stuart Mitchell\, Course Co-Director\, is a Senior Research Fellow at the Humanities Research Institute\, University of Buckingham. He is also Senior Lecturer in the Department of War Studies at the Royal Military Academy Sandhurst. He has published on conventional and irregular warfare between 1914 and 1918\, strategy in the two World Wars\, and learning in the British military since the Napoleonic War. His latest book\, Counterinsurgency: Theory and Reality\, was co-authored with Dr Daniel Whittingham and published in 2021. He has appeared on a variety of podcasts\, videos and programmes.

To register for the zoom session\, please CLICK HERE. \nThe recent Shanghai Cooperation Organisation Summit brought together China\, North Korea\, Russia\, and India who pledged to work towards an alternative to the US-led international order. China used the occasion to showcase its growing military capabilities. Is the global south picking up momentum in challenging the international order? What are the growing strategic ties between these states? While these states are united in challenging US primacy\, does the US have a strategy in exploiting the cracks in strategic interests that exist between these states? Alternatively does the growing economic rise of China make the eclipse of the US inevitable on the international scene? Will this lead to China taking the dominant place in the international system or will it lead to multipolarity? \n \nProf. Jeffrey D. Sachs \nJeffrey D. Sachs is University Professor and Director of the Center for Sustainable Development at Columbia University\, where he directed the Earth Institute from 2002 until 2016. He is President of the UN Sustainable Development Solutions Network\, Co-Chair of the Council of Engineers for the Energy Transition\, Commissioner of the UN Broadband Commission for Development\, academician of the Pontifical Academy of Social Sciences at the Vatican\, and Tan Sri Jeffrey Cheah Honorary Distinguished Professor at Sunway University. He has been Special Advisor to three United Nations Secretaries-General\, and currently serves as an SDG Advocate under Secretary General António Guterres. He spent over twenty years as a professor at Harvard University\, where he received his B.A.\, M.A.\, and Ph.D. degrees. Sachs has received 42 honorary doctorates\, and his recent awards include the 2022 Tang Prize in Sustainable Development\, the Legion of Honor by decree of the President of the Republic of France\, and the Order of the Cross from the President of Estonia. His most recent books are The Ages of Globalization: Geography\, Technology\, and Institutions (2020) and Ethics in Action for Sustainable Development (2022). \n  \n \nBarak Seener \nBarak Seener is an Associate Research Fellow at the Henry Jackson Society and the founder of Strategic Intelligentia and the Gulf Futures Forum. Barak also hosts a geopolitical podcast called The Geo Godfather Wars. Previously\, Barak was a Global Intelligence Manager at HSBC and the Middle East Fellow at the Royal United Services Institute. Barak has lectured at NATO as well as the Royal College for Defence Studies. He also staged the world’s first\, and hugely successful conference in London at the Royal United Services Institute (RUSI) on Palestinian statehood. Barak published a book in 2018 entitled\, ‘Commercial Risks Entering the Iranian Market: Why sanctions make investment in the Islamic Republic of Iran a high-risk proposition.’ \nBarak has published and provided analysis and expert commentary for a range of international broadcasters including Al-Jazeera\, BBC\, CNN\, Chinese CCTV\, Fox News\, Sky News\, Voice of America\, and news outlets such as Bloomberg\, Reuters\, Associated Press\, the Evening Standard\, Jerusalem Post and Xinhua. Barak has published in publications including Newsweek\, the National Interest\, the American Interest\, Jane’s Intelligence Review and Jane’s Islamic Affairs Analyst on counter-terrorism\, US-China dynamics\, risks to supply chains\, globalization and the end of the liberal international order\, transatlantic relations\, universal jurisdiction\, nuclear proliferation and Middle East issues including the Arab Spring\, tensions in Libya\, Egypt and Syria\, strategic and security dynamic between Iran and the Gulf\, and the Palestinian-Israeli conflict.

To register for the zoom session\, please CLICK HERE. \nAs the United Kingdom confronts the realities of a post-globalization era and intensifying great power competition\, the Henry Jackson Society is pleased to announce the release of a new report\, A UK Strategy for Deterrence and Supply Chain Resilience in the Indo-Pacific\, by Associate Fellow Darren G. Spinck. \nThis report argues that London must recalibrate its Indo-Pacific strategy with greater urgency – integrating military strength\, economic resilience\, and diplomatic credibility – to safeguard sovereignty and maintain relevance in a multipolar world. From modernizing naval capacity and countering Beijing’s coercive control of critical mineral supply chains\, to engaging in new transit corridors such as the Middle Corridor\, Spinck outlines a blueprint for how the UK can adapt to shifting geopolitical conditions. At a time when Washington and Brussels are realigning their approaches to China\, the paper warns that continued ambiguity risks isolating Britain from its closest allies and diminishing its influence in the Indo-Pacific and beyond. \n \nLuke de Pulford \nLuke de Pulford is the founder and Executive Director of the Inter-Parliamentary Alliance on China (IPAC)\, which comprises more than 250 members from 44 legislatures to push for democratic countries to reform policy on China. He previously co-founded the anti-slavery charity Arise\, which he ran from its inception until 2022. \n \nDarren Spinck \nDarren Spinck is an Associate Fellow at HJS. Darren is managing partner of Washington Consulting Solutions\, a full-service public affairs agency.  In his role at Washington Consulting Solutions\, Mr. Spinck focuses on policy analysis\, strategic message development\, and public advocacy programs for international clients seeking support with public diplomacy\, reputation management\, and crisis communications. \n  \n \nIan Williams\nIan Williams was foreign correspondent for Channel 4 News\, based in Russia (1992–1995) and then Asia (1995–2006). He then joined NBC News as Asia Correspondent (2006–2015)\, when he was based in Bangkok and Beijing. As well as reporting from China over the last 25 years\, he has also covered conflicts in the Balkans\, the Middle East and Ukraine. He won an Emmy and BAFTA awards for his discovery and reporting on the Serb detention camps during the war in Bosnia. He is currently a doctoral student in the War Studies department at King’s College\, London\, focusing on cyber issues.

Her research focuses on the relationship between propaganda and violence against civilians. In her thesis\, Helena examined the role propaganda played during the Yugoslav Wars and produced a model for studying propaganda which details the key phases\, functions\, discourses\, and techniques of propaganda (the model itself is applicable to other contexts). Additionally\, Helena also served as a Manager at the Centre for International Studies at the LSE. Prior to her PhD\, Helena completed an MPhil in Political Theory at the University of Oxford\, and holds a BA in Politics from the University of Belgrade.
