Mr Hall said that police increasingly could be hampered by data encryption methods. “It is possible a terrorism investigation will be defeated by suspects withholding passwords, meaning that police cannot obtain access to electronic evidence of attack planning,” he said.


Mr Hall added that “it is questionable whether the existing law provides an adequate framework for deterring individuals from refusing to allow access to their devices”.
