Rear Admiral Chris Parry: All At Sea – British Naval Power

Andrew Fox will be introducing the speakers, Rear Admiral Parry and Lord Robathan, who with their combined expertise in the Royal Navy and Ministry of Defence, will be discussing the current operational needs of the Royal Navy and give specific lessons for the next Strategic Defence Review.

Together, they will address why the UK needs to return to an expeditionary, predominantly maritime strategy in a world in which everything and everyone on the surface will become detectable within five years.  Rear Admiral Parry will describe the need for a radical rethink and redesign of naval platforms and maritime systems and the total integration of the UK maritime enterprise.

Rear Admiral Chris Parry CBE PhD joined the Royal Navy as a seaman officer in 1972 and then became an observer in the Fleet Air Arm in 1979. In 1982, he was mentioned in despatches for his actions during the Falklands War and went on to command the air defence destroyer HMS Gloucester and the Maritime Warfare Centre. In 1997, he was promoted to captain and in January 2000 was posted as commanding officer of HMS Fearless.  As a commodore, he was Director Operational Capability in the Ministry of Defence (2000-2003) and then Commander Amphibious Task Group from September 2003.  He was promoted to rear admiral in January 2005 when he became Director General, Development, Concepts and Doctrine, a role he held until 2008. He holds a doctorate in philosophy from the University of Reading.

Beyond his parliamentary career, Lord Robathan has been involved in humanitarian causes in both trusteeship and board member capacities. From 2003 to 2006, he served as Chairman of the HALO Trust, the world’s largest mine clearance charity.

Educated at Oriel College, Oxford, where he studied Modern History, Lord Robathan’s background includes a distinguished military career in the Coldstream Guards and Special Air Service, serving around the world from the Falkland Islands to Hong Kong (1974-1991).

Lord Robathan had a long career as the Member of Parliament for South Leicestershire (1992-2015). During this time, he held the positions of Opposition Deputy Chief Whip (2005-2010) and Shadow Minister across portfolios including Energy and International Development. He also served on the International Development Select Committee for six years and was heavily involved in various APPGs.

Lord Robathan joined the House of Lords in November 2015. Since his appointment, he has held several key ministerial positions including Minister of State for Northern Ireland (2013-2014), and Minister of State for the Armed Forces (2010-2013), where he was responsible for Defence Personnel, operational policy, and serving as deputy to the Defence Secretary.

Andrew Fox served in the British Army from 2005 to 2021, completing three tours in Afghanistan, including one attached to the US Army Special Forces. He served in the Parachute Regiment and the Special Forces Support Group, with additional tours in Bosnia, the Middle East, and Northern Ireland.

After his active service, he spent three years as a senior lecturer in the War Studies and Behavioural Science departments at the Royal Military Academy Sandhurst. Andrew specialises in Defence, the Middle East, and disinformation. He holds degrees in Law & Politics, Modern War Studies, and Psychology.

His extensive experience has established him as a recognised authority in his field and he provides regular commentary on defence and foreign policy across the media including articles in the New York Post, the Telegraph and Spiked. He has amassed a large following across his digital platforms, including X (formerly Twitter) and Substack, where he writes on disinformation, defence and security as stories develop.
